About the Growth Management Act (GMA) "The Growth Management Act was adopted because the Washington State Legislature found that uncoordinated and unplanned growth posed a threat to the environment, sustainable economic development, and the quality of life in Washington." http://www.gmhb.wa.gov/gma/ Terms to Know Buildable Lands - careful analysis of capacity Capital Facilities Plan - the document that each jurisdiction must have to show how they can pay for the infrastructure Concurrency - the rules and requirements to have "adequate" infrastructure within six years of the development completion Docket - the county's process to synchronize land use decisions HAL - High Accident Location Example, the intersection of Bickford Avenue and Hwy 2 is a HAL Hearings Board - non-judicial body (3 people) who make decsions on appeals LOS - Level of Service Standard. How "adequate" is defined, by the local jurisdiction Reasonable Measures - ways (other than expansion) to increase the capacity of a UGA (could include zoning changes, changing height restrictions, allowing mother-in-law appartments, etc.) RUTA - Rural Urban Transition Area - an "overlay" to the zoning which indicates that IF expansions to adjacent UGAs were to occur, they would expand into the RUTAs. But, the designation is not required for UGA expansions. (This is the designation we want the county to REMOVE from the area) Transportation Element - the capital plan for roads/transit, bicycles, sidewalks, etc. UGA - Urban Growth Area - the areas within which the GMA mandates urban growth shall occur, preserving rural areas and preventing sprawl |
